- 2 tbsp chopped fresh cilantro
For the Dough
- 2 cups all-purpose flour
- ½ tsp salt
- 3 tbsp oil or melted butter
- ~½ cup water (as needed)
For Frying
- Vegetable oil

- Make filling: Heat oil in skillet. Sauté onion, garlic, and ginger until fragrant. Add beef, cumin, coriander, chili powder, salt, and pepper. Cook until beef is browned. Stir in cilantro. Cool slightly.
- Prepare dough: Mix flour, salt, and oil. Add water gradually until smooth dough forms. Knead briefly, then rest 20 minutes.
- Shape samosas: Roll dough into thin circles. Cut in half. Form each half into a cone, fill with beef mixture, and seal edges with water.
- Fry: Heat oil in deep pan. Fry samosas until golden and crispy. Drain on paper towels.
- Serve: Enjoy hot with chutney, yogurt dip, or ketchup.
